Payments and e-payments
How to make payments for services provided by the council
Payments are due in accordance with the payment instructions shown on your council tax, business rates bill or other council invoice. If you wish to change your method or frequency of payment from that shown in the payment instructions, please contact the council.

Making e-payments on-line
The e-payment service is easy to use, secure and operates 24 hours a day, 7 days week for all payments and on-line forms. To make an e-payment please select which type of payment you would like to make and have the relevant account, invoice or reference numbers ready :
- Council tax / Non Domestic Rates
- Council rent
- Overpayment of housing / council tax benefit
- Sundry Debtor Invoices
- Other payments (remember to pick the correct category on this form)
Note : e-payments on-line use the Government Gateway payments service. If this is ever unavailable (which would be beyond our control) a message tell you. It is normally restored very quickly, but if you need to make a payment before it is available again then please see :

These e-payment transactions will appear on your bank/credit card statement as :

When
you make an e-payment the information you send is encrypted so it cannot
be read by anyone else over the Internet. Your credit/debit card number is
also not stored anywhere in our computer systems. All electronic payments
provide print and e-mail options for you to keep a record of your payment.
Due to the time-lags in the banking system it can take 2-3 working days for
a payment to be recorded on our systems.
As e-payment is via another organisation's system (Top Level Forms), the Digital Certificate (that securely identifies the remote computer involved) is for their computer system, registered as www.do-it-online.org.uk. See also : Improvements to e-payment security.
Notice
for switch card users : Over the past couple of years Switch has
been migrating to Maestro, MasterCard's global debit brand. Switch has now
largely disappeared from most cards and we have been informed that as a
result switch payments will stop being accepted from 1st July 2007.
Other ways of making payments
If you don't want to pay on-line (or if the e-payments service is temporarily unavailable) then the following alternative payment methods are available to pay your council bills and invoices :
- Automated payments by phone 24 hours a day, 7 days week
- Home (telephone or internet) banking
- Direct debit
- Payment cards / PayPoint
Other (slower) means of payments : Note : If you pay by either of the other methods below, payment will take up to seven days to reach the council's bank account, so please make sure that your payments are made in advance of the due date.

Home (telephone or internet) banking

Many banks and building societies now offer banking services via the telephone
or the internet. When making payment, you must quote your council tax/business
rates account number or invoice number, the council's bank sort code, 08-90-25,
and account number, 61020977, with your payments.
The council's bank is :
- The Co-operative Bank plc, 164-165 Western Road, Brighton, BN1 2BB
You should be aware that if you pay through a bank or building society, a fee may be payable for each payment. If you do not have a bank account, and cannot pay in person at the council's cash offices, please contact the council to discuss another way to pay.
Direct debit
Direct debit is the easiest, cheapest and most popular way for you to pay
your council tax/business rates and other council services. This authorises
the council to collect your council tax/business rates etc. direct from your
bank or building society after informing you of the amount due. If you are
not already paying by direct debit, please contact the council for details.
Payment cards
From
January 2007 payment cards have been available as a convenient way to enable
customers to pay council bills.
Payment cards are being issued to all customer's who do not pay by direct debit, and will allow people to pay Council Tax, House Rents or Garage rents at Post Offices and shops which are PayPoint outlets.
Payments against all three types of account can be made on a single card.
There is no charge to the customer for using the cards
The cards cannot be used at the cash offices, as they are not PayPoint outlets, but account references for payments can be obtained from the cards if presented.
The council's preferred method of payment is by Direct Debit as this is the easiest to administer and is therefore the cheapest option.

Instructions for use of the payment cards :
Use of the payment card is easy.
You may use it free of charge at any Post Office or any PayPoint outlet. (Local Post Offices and PayPoint outlets are listed below for information)
Payments at the Post Office can be made by cash, debit card or cheque. Cheques should be payable to 'Post Office Ltd'.
PayPoint outlets always accept cash payment, but card and cheque payments are at the discretion of the individual PayPoint outlet. Cheques should be made payable to the outlet in the name they advise.
The single card can be used for all three types of payment.
When making payment you must tell the operator the type of charge you wish to pay, Housing Rent, Council Tax or Garage Rents. You can pay more than one option during the same visit, but must tell the operator how much you are paying against each.
Neither the Post Office nor the PayPoint outlets can answer questions on your account. Such questions will have to be made to the council offices.
For all payments you make, a receipt will be given. Please check these carefully and keep them safe. If you lose your card you must let us know immediately. We will arrange for a new card to be issued to you as soon as possible. A charge may be made.
The card is not a credit card, debit card or cheque guarantee card and has no monetary value but it holds data that links the card to your account reference numbers in the council’s computer records so that your payment is credited to your account. If you use somebody else’s card your payment will be posted to their account !

Direct to Adur District Council, by phone, by post, in person ...
This can be done in a number of ways:
By phone - during office hours :
In
office hours, the Shoreham cash office (only) will take payments by
telephone (debit or credit card) by calling (01273) 263459 during
opening hours.
By phone - Automated Payments Line (during office hours and out of office hours) :
From now on it will be possible to make payments to Adur District Council
using an Automated Telephone Line - Tel : 0300 123 6002.
The following payments can be made:
- Council Tax
- Housing Rents
- Business Rates (NDR)
- Housing Benefit Overpayments
- Business Improvement District Levy (BIDS)
- General Invoices
The Automated Telephone Line works on Speech Recognition Software ie you speak your details rather than use the Touch Tone keypad ( though this can be used as an alternative in some places).
0300 numbers are a new number range which have been created by Ofcom and can only be used by public sector bodies and not for profit organisations.
What you pay on 0300s ...
- The same cost as a normal call. Whatever tariff you are on the cost of an 0300 number is the same as calling a normal phone number.
- If your calls are free, it's free. So if you have got free inclusive calls, then calling 0300 won't cost you, eg if you are on BT's free evening calls package then call 0300 in the evening and the call is free; but if you pay for a call in the day, you will pay for an 0300 during the day.
- This works on mobiles too. If you have inclusive minutes on your mobile
the 0300 number will be included in that.
By post :

At the Post Office
You must use the Trans Cash service and quote the payment reference 304 6125.
Please also quote your name and address and the council reference number (council tax/business rates/invoice number, etc.).
If you pay through a post office, a fee will be payable for each transaction.

- On the reverse of the cheque you must write your council tax/business rates/invoice number, and any relevant reference number, etc.
- Post dated or third party cheques will not be accepted - they will be returned to you
- For payments made by post, receipts will only be given when accompanied by a stamped, addressed envelope
